PWCL founders at Safety In Numbers 2007
Founded in 1972 by a handful of women concerned about the prevalence of sexual assault in the community, the Portland Women’s Crisis Line (PWCL) was one of the first five sexual violence crisis lines in the United States. Throughout the years we have expanded our programs that now include our 24/7 Crisis Line, Sexual Assault Program, Community Outreach & Education, and Sex Industry Outreach. Over the past 36 years we have become the central hub for resources and information for survivors of domestic and sexual violence.
PWCL primarily provides services to a five-county area including Multnomah, Washington, Clackamas, Clark, and Columbia counties and the toll-free number can be called from anywhere. PWCL is not just a social service agency; it was also founded as a social change organization. We believe that domestic and sexual violence are widespread in our society. Our purpose is to not only empower those who experience violence, but also to end the oppressions and violence which causes them to seek out our services.

Mission and Core Values
Working to fulfill our mission of “ending domestic and sexual violence by providing confidential support services and education to empower our community,” the Portland Women’s Crisis Line (PWCL) operates a comprehensive 24/7 Crisis Line and Sexual Assault Advocacy Program. In any language, the Crisis Line can provide needs assessments, peer support, safety planning, crisis intervention and information and referrals to community resources. The Sexual Assault Program provides specialized services to survivors of sexual assault.
PWCL’s Shared Vision emphasizes stability and sustainability for the agency regarding funding, staff and board retention, and responsive and evolving programs and services which focus on outreach and collaboration with others. We are also working to restore a positive and professional image through marketing and branding, and we are striving to ensure that our services reflect our changing and diverse community.
PORTLAND WOMEN’S CRISIS LINE’S CORE VALUES
PWCL values EMPOWERMENT. As first responders to survivors, we are empathic listeners and provide a safe place for survivors to share their stories. We help survivors draw upon their inner strength and support them as they strive toward better places in their futures. Because this work is emotional, we also believe in empowering ourselves. We find continual renewal in this work by supporting one another as we move through the damaging effects of vicarious trauma.
PWCL values SOCIAL JUSTICE. With a forward-thinking and progressive vision, we work to change attitudes in the community by making domestic and sexual violence global issues and not just a “woman’s issue.” We embrace the challenges of working toward ending oppression in our community by enthusiastically mobilizing people towards activism with the goal of not just surviving but thriving in the future. We encourage men to join the movement and speak out against violence against women. We are idealistic but work within our practical environment to instill and support social justice and human rights for all.
PWCL values DEDICATED SERVICE. We advocate for and support women and children and other marginalized populations, providing our services free of cost. All staff and volunteers are trained extensively on domestic and sexual violence. We respect the art of problem solving, drawing upon experience, and trusting instincts. We also respect the individuality of each survivor’s experience and needs. To face increasing budget cuts without decreasing services, we have improved fiscal procedures, developed new tools, and utilized existing systems to best serve the organization and the community.
PWCL values COMMUNITY EDUCATION. Our staff and volunteers, many of them identifying as survivors themselves, play a vital role in the way we interact with the community around us. Whenever possible, we provide prevention and outreach information to the greater Portland metropolitan area. By building relationships with others, we are able to both find mentors and serve as mentors for many who do this work. We highly value fostering relationships with the media to raise awareness about violence against all people.
PWCL values TRUST & UNITY. In solidarity as an agency and with our sister organizations, we are able to realize our common goal and commitment to ending violence and oppression. With an engaged board and supportive leadership, we have begun to build trust and raise morale among staff, enabling ourselves to take risks, work outside of our comfort zone, and ask questions. We realize we are all imperfect, well-intentioned human beings trying to make a difference.
